In 2022, the Phoenix City Council approved the Community Safety Plan, which originally focused on the 27th Avenue neighborhoods but eventually expanded to several others nearby. The program lead a multi-agency plan, combining the efforts of neighborhood services, police and the prosecutor's office, to address residents' safety concerns.

GCU has been working with the city of Phoenix, and a coalition of schools, churches, businesses and local residents along 27th Avenue to push back against what they call the epicenter of prostitution and other criminal activity in the Valley.
